Extends virtual net metering provisions to brownfield sites by creating new definitions for "brownfield customer host," "brownfield virtual net metering facility," and related credits, mirroring existing municipal, state, and agricultural programs.

Requires electric distribution companies to provide virtual net metering services to brownfield customer hosts and make necessary interconnections for brownfield renewable energy facilities with a nameplate capacity of 3 megawatts or less.

Limits brownfield customer hosts to designating no more than 10 beneficial accounts, which must be either municipalities or noncommercial critical facilities.

Establishes a $3 million annual cap per electric distribution company (apportioned by consumer load) for brownfield virtual net metering credits and payments, with the Public Utilities Regulatory Authority to develop program specifications by October 1, 2017.

Takes effect July 1, 2017 and amends General Statutes Section 16-244u.
