Defines "student in crisis" as a student at public or independent higher education institutions who lacks reliable access to affordable nutritious food, is at risk of homelessness or homeless, or is claiming a parental information exemption on federal student aid forms due to special circumstances such as parental incarceration or abusive home environments.

Requires the University of Connecticut, Board of Regents for Higher Education, and Connecticut Conference of Independent Colleges to each submit a report by October 1, 2017 to the Office of Higher Education and relevant legislative committees.

Each institution's report must include processes for identifying students in crisis, policies assisting such students in securing housing and basic needs, and procedures for processing Free Application for Federal Student Aid exemptions from parental information requirements.

Takes effect July 1, 2017.
