Replaces the "Commission on the Deaf and Hearing Impaired" with the "Advisory Board for Persons Who are Deaf or Hard of Hearing" to advocate and advise the Governor and General Assembly on state policies affecting deaf or hard of hearing individuals.

Board shall monitor services, meet periodically with state commissioners to discuss best practices and service gaps, refer complaints about interpreter qualifications to the appropriate entity, and make recommendations on technical assistance, public policy, and interpreter qualifications.

Board membership consists of 15 members appointed by the Governor, including representatives from deaf and hard of hearing advocacy organizations, parents, educators, healthcare professionals, interpreters, and state officials; three co-chairpersons lead the board.

Requires at least quarterly meetings with a quorum of eight voting members; members who miss three consecutive meetings or 50 percent of meetings in a calendar year are deemed to have resigned.

Subjects the Advisory Board to sunset review provisions, requiring the General Assembly to conduct a review by July 1, 2027, and every ten years thereafter.
