Commissioners of Consumer Protection and Economic and Community Development must issue a request for proposals by January 1, 2018, to qualify entities to develop, manage, and operate a casino gaming facility in the state.

Responses must include a municipal development agreement approved by referendum requiring annual payments of at least $8 million, capital investment of at least $300 million, and a licensing fee of at least $250 million for a ten-year license.

Responders must demonstrate business experience, financial stability, provide facility designs and construction timelines, and estimate employment numbers including employee pay and benefits.

Operators must agree to pay the state a minimum of 35% of gross gaming revenue from slot machines and 10% from all other games, and must address gambling harm mitigation and small business enterprise participation.

No casino gaming facility may operate until the General Assembly enacts separate legislation authorizing casino operations; the Mashantucket Pequot Tribe and Mohegan Tribe are exempt from the $5 million application fee.
