Replaces the requirement for the Joint Committee on Legislative Management to post contract notices on a public bulletin board with posting on an Internet web site designated by the committee.

Changes the public notice requirement for contracts exceeding $50,000 from publishing in at least three daily newspapers to posting on the State Contracting Portal.

Maintains the five calendar day minimum notice period before the final bid submission deadline for contracts over $50,000.

Preserves existing requirements for competitive bids or proposals and sealed bid procedures for Legislative Department purchases and sales of property.

Takes effect on October 1, 2017.
