Repeals and replaces section 49-61 of general statutes effective October 1, 2017, concerning liens on personal property held by bailees for hire.

Allows property owners to apply to Superior Court within 30 days of work completion to dissolve a lien by substituting a bond with surety.

Establishes new procedures for special mobile equipment liens, requiring bailees to notify owners by certified mail within 30 days of work completion and to search for and notify any security interest holders under Connecticut's UCC Article 9.

Permits bailees to sell property at public auction after three months without lien dissolution, with proceeds applied first to repair and storage charges, then to conditional bill of sale obligations, and any remainder to the owner or the state.

Requires public notice of sales through newspaper advertisements and certified mail to owners, attachment officers, and lienholders at least ten days before the sale.
