Members of the Citizen's Ethics Advisory Board shall serve four-year terms commencing on October 1st and may be reappointed, replacing previous staggered term limits and reappointment restrictions.

Removes requirement that board members be selected from lists proposed by citizen groups for certain appointing authorities.

Changes the voting threshold for finding ethics violations from six votes to two-thirds of members present and voting in both state ethics and lobbying enforcement proceedings.

Allows the board to delay final decisions for up to seven days upon request (changed from mandatory delay) and requires judge trial referees to preside over ethics violation hearings without voting authority.

Adds enforcement mechanism allowing the Office of State Ethics to enforce civil penalties imposed by the board as money judgments and permits volunteer or unpaid state service positions for former board members within one year of service.
