Modifies state board of education authority to improve low-achieving school districts by clarifying that a local or regional board of education (singular) must undergo training to improve operational efficiency and distinguish the proper roles of the board versus administrators in developing and implementing improvement plans.

Requires the Department of Education to develop by January 1, 2018 a model school district responsibilities agreement that outlines guiding principles, duties, and responsibilities of boards of education, superintendents, and administrators.

Permits local or regional boards of education to enter into the model school district responsibilities agreement beginning with the 2018-2019 school year and requires them to notify the Commissioner of Education when doing so.

Adds provisions to alliance district funding applications requiring plans to be developed using student academic performance data and including options for entering into the model school district responsibilities agreement and developing leadership succession plans.
