Establishes a task force to study the feasibility of creating a special education predictable cost cooperative that would aggregate special education costs at the state level to provide funding predictability to local school districts.

Requires the feasibility study to include actuarial analysis, demonstration of contribution and compensation models, review of legal structures (independent agency, quasi-public agency, non-profit, or private entity), and governance considerations.

Mandates analysis of funding sources including a potential $50 million state investment, staffing requirements, implementation timeline, and whether participation should be voluntary or mandatory.

Task force must examine compliance with federal law including the Individuals With Disabilities Education Act and identify regulatory requirements for underwriting, legal counsel, actuarial services, and auditing.

Task force shall submit feasibility study and legislative recommendations to the joint standing committees on education and appropriations by January 1, 2019, and terminates on that date.
