Prohibits racial profiling by state police, municipal police departments, and other law enforcement agencies, defining it as detention or disparate treatment based solely on an individual's race or ethnicity.

Requires all police departments and agencies with traffic stop authority to adopt written policies prohibiting stops based on race, color, ethnicity, age, gender, or sexual orientation.

Mandates a standardized method for recording traffic stop information including date, time, location, officer ID, operator demographics, violation details, and search results, with notice to stopped individuals about filing complaints.

Allows individuals who believe they experienced racial profiling or violations of the standardized method to file complaints with the Commission on Human Rights and Opportunities.

Requires the Department of Motor Vehicles to include complaint filing instructions in license renewal notifications starting January 1, 2018, and classifies racial profiling violations as discriminatory practices under civil rights law.
