Establishes a task force to study civil damages awards for alien tort claims alleging violations of state or federal constitutional rights.

Task force consists of 11 members appointed by legislative leadership: two each from House Speaker and Senate President Pro Tempore; two from Senate Republican President Pro Tempore; one each from House Majority Leader, Senate Majority Leader, House Minority Leader, and Deputy Senate Republican President Pro Tempore; plus judiciary committee chairpersons and ranking member.

All appointments must be made within 30 days of the effective date, with the first meeting required within 60 days.

Task force must submit findings and recommendations to the judiciary committee by February 1, 2018, and terminates on that date or upon report submission, whichever is later.
