Establishes an education cost-sharing grant formula effective July 1, 2017 that distributes state education funds to towns based on adjusted equalized net grand lists, current student census data, and measures of student need.

Requires the Department of Education to issue a request for proposals within 30 days for an adequacy study of public school funding that examines the cost of delivering educational services, adequate foundation levels, and equity adjustments for students in poverty, eligible for free/reduced lunch, enrolled in Husky A, and English language learners.

Mandates selection of a qualified person to conduct the adequacy study by August 14, 2017.

Requires submission of an interim report on the adequacy study by December 14, 2017 to the State Board of Education and relevant legislative committees.

Requires submission of the final adequacy study by February 14, 2018 to the State Board of Education and relevant legislative committees.
