Updates minimum education budget requirement timelines from fiscal years 2016-2017 to fiscal years 2018-2019, effective July 1, 2017.

Allows towns experiencing aid reductions to decrease education budgets by the amount of the reduction.

Permits districts with declining enrollment and high poverty rates (≥20% free/reduced lunch eligibility) to reduce budgets by up to 1.5% based on student decline, or up to 3% for districts with lower poverty rates (<20%).

Allows districts without high schools that pay tuition to other districts to reduce budgets proportionally to decreases in high school enrollment.

Exempts alliance districts, top 10% performing districts by accountability index, and newly established regional school district member towns from budget reduction requirements.
