Extends the deadline for replacing a deceased, withdrawn, or disqualified general election candidate from 24 days to 46 days before election day.

Requires nomination replacements for general elections to be certified at least 42 days before election day (previously 21 days).

Extends the primary election candidate replacement deadline from 24 hours to 32 days before the primary, with certification required at least 28 days before the primary.

Changes references from "ballot labels" to "ballots" and adds gender-neutral language ("or her" and "or she") throughout the statute.

Effective October 1, 2017 for amendments to sections 9-460 and 9-428 of the general statutes.
