State Elections Enforcement Commission shall conduct a study of the Citizens' Election Program, examining qualifying contribution amounts, grant amounts and eligibility, and organization expenditures in support of participating candidates.

Study shall evaluate the commission's timeframe for concluding investigations and hearings on written complaints, issuing orders, and dismissing complaints.

Study shall review reporting requirements and thresholds for disclosure of coordinated and independent spending.

Study shall examine restrictions on content of political communications and requirements for disclaimer and attribution.

Study shall assess public financing programs for municipal office campaigns in municipalities permitted to implement such programs, effective January 1, 2018.
