Police Officer Standards and Training Council shall develop and implement a written policy by July 1, 2015 for accepting, processing, and investigating public complaints about law enforcement misconduct.

Policy development must address sworn statement requirements, anonymous complaints, complainant protections against retaliation, standardized complaint forms, filing timeframes, investigation protocols, documentation requirements, and notification of complaint disposition.

Each law enforcement agency must adopt the council's policy or develop an alternative policy meeting or exceeding the council's standards, in consultation with union representatives.

Agencies must make their complaint policies publicly available at town halls or municipal buildings (outside police facilities) and on their websites by the effective date.

Police Officer Standards and Training Council must report to the judiciary committee by February 1, 2018 on policy implementation, including adopted policies, standardized forms, agency compliance, and recommendations for public complaint tracking mechanisms.
