Establishes that persons under 18 detained pre-sentencing shall be in Judicial Branch custody effective December 31, 2017, and the Department of Correction may not hold anyone under 18 effective July 1, 2018, contingent on implementing legislation.

Requires the Departments of Correction, Children and Families, and Education, along with the Court Support Services Division, to jointly develop and submit a plan by October 1, 2017, to implement the custody transfer provisions.

Expands the Juvenile Justice Policy and Oversight Committee's composition and duties to evaluate juvenile justice policies, develop recidivism reduction frameworks, assess community-based diversion systems, and examine vocational and educational outcomes for youth.

Requires the Secretary of the Office of Policy and Management to track and report on child recidivism rates annually beginning August 15, 2018.

Modifies provisions governing detention risk assessments, family with service needs proceedings, and confidentiality protections for mental health screenings and assessments of children involved in the juvenile justice system.
