Excludes voluntary regional consolidation efforts from collective bargaining agreements, effective October 1, 2017, allowing municipalities to enter regional consolidation agreements without employee organization restrictions.

Creates public service districts that towns, cities, and boroughs may form by legislative vote to jointly manage public services, governed by boards appointed from constituent municipalities based on population.

Authorizes public service districts to borrow money, adopt rules and regulations, acquire real estate, and exercise other powers as independent government entities, with borrowing secured by district revenues and property.

Allows constituent municipalities to withdraw from public service districts after 24 months of membership by vote prior to January 1st, effective the following July, with employees retaining benefits and civil service status.

Requires regional councils of governments to create written plans identifying specific collaboration and service sharing opportunities including public safety, special education, transportation, libraries, health services, purchasing, and code enforcement.
