Eliminates the requirement that certificates of grant be issued in triplicate, streamlining the administrative process for the renters rebate program.

Changes the deadline for the Secretary of the Office of Policy and Management to prepare the approved payment list from September 30th to October 15th of each year.

Removes the requirement that assessors forward duplicate copies of applications and certificates to the Secretary, reducing paperwork requirements.

Clarifies that municipalities must submit applications to the Secretary by the last day of the month following the renter's application, with a $250 forfeiture penalty for non-compliance (waivable by the Secretary).

Effective July 1, 2017.
