Prohibits the Department of Correction from placing anyone under 18 years of age in administrative segregation status, effective January 1, 2018

Requires the Department of Correction to publish on its website the formula for calculating inmate mental health scores and descriptions of restrictive housing forms and phases used in facilities

Mandates annual reporting to the Criminal Justice Policy and Planning Division with aggregated data on inmates in restrictive housing, disaggregated by age, gender identity, ethnicity, mental health score, and housing type, including duration breakdowns up to 3,650+ days

Requires the Commissioner of Correction to submit a report by January 1, 2019, to the judiciary committee studying the use and oversight of all forms of restrictive housing for inmates

Mandates correctional staff training on mental illness recognition, psychiatric medication side effects, de-escalation techniques, and psychological effects of administrative segregation, and requires measures to promote employee wellness including assistance programs and stress management training
