Repeals and revises Section 1-353a to clarify that electronic signature provisions modify but do not supersede Section 101(c) of the federal Electronic Signatures in Global and National Commerce Act, and do not authorize electronic delivery of notices described in Section 103(b) of that act.

Amends Section 12-107f(e) to specify that failure to file an exemption application within the prescribed time limit and manner constitutes a waiver of exemption rights for the current assessment.

Revises Section 47-202(31) to redefine "Rule" as a policy adopted by an association that is not in the declaration or bylaws and regulates conduct within the common interest community or the use, maintenance, repair, replacement, modification, and appearance of the common interest community.

Effective date for all amendments is October 1, 2017.
