Extends the Alvin W. Penn Racial Profiling Prohibition Act to include pedestrian stops in addition to traffic stops, effective October 1, 2017.

Requires municipal police departments and the Department of Emergency Services and Public Protection to adopt written policies prohibiting stops, detentions, or searches based solely on race, color, ethnicity, age, gender, or sexual orientation.

Mandates development of standardized forms and methods by July 1, 2018 for recording stop information including date, time, location, officer identification, suspect demographics, reason for stop, and disposition, with notice to persons stopped of their right to file complaints.

Requires police departments to provide monthly reports of traffic and pedestrian stop data to the Office of Policy and Management in electronic form, with complaints forwarded to the Chief State's Attorney.

Authorizes the Secretary of the Office of Policy and Management to withhold state funds from non-compliant police departments and requires annual review and reporting of stop data and complaint trends to the Governor and General Assembly by July 1, 2019.
