Repeals and replaces General Statutes Section 53a-83 regarding patronizing a prostitute, effective October 1, 2017.

Changes gender-specific language in the statute from "he/him" to "such person" to apply the law neutrally to all genders.

Establishes tiered felony penalties: Class C felony for patronizing a prostitute who is 16-17 years old or a trafficking victim; Class B felony if the person is under 16 years old.

Maintains Class A misdemeanor charge with $2,000 fine for patronizing a prostitute in cases not involving minors or trafficking victims.

Expands trafficking victim protections by criminalizing patronizing conduct toward victims of trafficking in persons under state law or 18 USC Chapter 77 (federal human trafficking law).
