Adjusts state budget appropriations for fiscal years 2017-2018 and 2018-2019, with total general fund appropriations of $19,572,758,760 and $19,885,371,203 respectively, after accounting for lapses and targeted savings.

Increases Medicare Savings Program eligibility thresholds effective immediately: Qualified Medicare Beneficiary program to 211% of federal poverty level, Specified Low-Income Medicare Beneficiary program to 231%, and Qualifying Individual program to 246% of federal poverty level.

Effective July 1, 2018, reverts Medicare Savings Program eligibility back to original federal thresholds: 100%, 120%, and 135% of federal poverty level respectively.

Eliminates asset testing for Medicare Savings Program eligibility and excludes Aid and Attendance veteran pension benefits from income calculations.

Directs budget cuts including $10 million in other expenses reductions, $6 million in state manager and consultant reductions, and $1.314 million in savings from human resources consolidation.
