Amends Article Third of the Connecticut Constitution to require a two-thirds vote in each house of the General Assembly to enact any new unfunded state mandate on municipalities.

Applies only to new state mandates where the state provides no reimbursement to local governments for compliance costs.

Intended to reduce the financial burden of unfunded mandates on municipalities and provide property tax relief.

Referred to the Appropriations Committee in the January 2017 legislative session.
