Adopts the 2017 regular session joint rules for the January Special Session 2018, with specified amendments and repeals.

Restricts bills and substantive resolutions to only those specified in the Resolution Convening the General Assembly in Special Session beginning January 5, 2018.

Requires all bills and substantive resolutions to be accompanied by a fiscal note and voted upon by roll call vote.

Eliminates multiple procedural rules (Rules 3-6, 8, 10-11, 13, 18-20, 31-32, 34) and modifies remaining rules governing bill preparation, emergency certification, transmittal between houses, and readings.

Allows emergency certified bills filed in either chamber to be transmitted to and acted upon first by the other chamber with consent of the Speaker or President Pro Tempore.
