Establishes that House rules for the June Special Session 2017 shall be the same as those in force during the regular 2017 session, except as amended by this resolution.

Eliminates Rule 9 and modifies Rule 11 to allow bills and substantive resolutions to be acted upon immediately after electronic notice is provided to majority and minority leaders, and to permit expedited Senate-House transmission procedures.

Removes Rules 15, 19, 20, 32, and 33 from the regular session rules.

Replaces Rule 21 with a simplified order of business consisting of: reception of Governor communications, introduction of bills and resolutions, reception of Senate business, and miscellaneous matters.

Adds Rule 48 to restrict bills and resolutions received during the special session to only those specified in the Joint Rules and certified bills, plus resolutions pertaining to session rules, journal printing, and session expenses.
