Enacts the "Agreement Among the States to Elect the President by National Popular Vote" into Connecticut law, committing the state to the interstate compact.

Requires Connecticut's presidential electors to vote for whichever presidential slate wins the national popular vote, regardless of which candidate wins Connecticut's state popular vote.

Takes effect only when states cumulatively possessing a majority of electoral votes (270 out of 538) have enacted substantially similar agreements.

Establishes procedures for state election officials to determine the national popular vote total by aggregating votes from all member states and certifying the national popular vote winner.

Allows member states to withdraw from the compact at any time, except withdrawals within six months of a presidential term's end become effective only after the next president is qualified to serve.
