Reduces the time frame for health carriers to issue written decisions on expedited review grievances from seventy-two hours to forty-eight hours after receiving the grievance.

Reduces the time frame for independent review organizations to notify all parties of expedited external review decisions from seventy-two hours to forty-eight hours after receiving the assignment from the commissioner.

Maintains a faster twenty-four hour time frame for certain urgent care requests and expedited reviews involving specific health care services or courses of treatment specified in statute.
