Creates a new criminal offense for falsely reporting incidents with intent to cause a large scale emergency response (defined as five or more first responders), classified as a class D felony.

Expands the definition of "falsely reporting an incident in the first degree" to include swatting-type calls where the caller knows information is false and intends to trigger a large emergency response.

Requires courts to order financial restitution to state or local agencies for costs associated with emergency responses resulting from swatting convictions, when the agency requests restitution.

Directs courts to consider the offender's financial resources, ability to pay, rehabilitative effects, and impact on the affected agency when determining appropriate restitution terms.

Takes effect October 1, 2017.
