Requires the Department of Developmental Services to obtain specific information from potential private providers in requests for proposal, including continuity of care plans, staffing levels, staff qualifications and training, employment history, and safety incident records from the preceding two years.

Mandates that privatized residential facilities maintain the same staffing ratios and service levels (nursing, direct care, therapy) that existed during the two-year period before privatization, with the department retaining staff for facilities with high-need clients (average need score of 6 or higher) for at least one year.

Prohibits the department from deducting staffing costs from payments to private providers and requires publication of staffing ratios and hours for privatized facilities on the department's website.

Requires the Department of Developmental Services and Department of Public Health to conduct unannounced, biannual inspections of privatized facilities to monitor compliance with staffing and service requirements.

All provisions take effect July 1, 2017.
