Department of Transportation cannot spend state funds on studies, plans, programs, materials, or activities related to mileage-based user fees for motor vehicles on state highways without General Assembly approval

Department must file a request for expenditure approval with the clerks of the House of Representatives and Senate

General Assembly may approve the proposed expenditure by majority vote of each house or reject it by majority vote of either house

If legislature is in session, it must vote within 30 days of the request filing; if not in session, the request must be submitted within 10 days of the next regular or special session

Proposed expenditure is automatically rejected if the General Assembly fails to vote within 30 days after the department files its request
