Allows the Commissioner of Motor Vehicles to issue special vehicle number plates and certificates of registration to veterans, armed forces members, and their surviving spouses upon request.

Expands eligibility to include motor vehicles used exclusively for farming purposes by veterans, armed forces members, or their surviving spouses engaged in agricultural production as a trade or business.

Plates expire and renew according to standard registration renewal procedures under section 14-22.

Requires a separate fee for the special plates that covers the full cost of manufacturing them, in addition to standard vehicle registration fees.

Effective July 1, 2017.
