Amends section 2-33a of the general statutes to redefine "increase in inflation" as the change in the consumer price index for urban consumers over the preceding 24-month period ending December 31st, based on U.S. Bureau of Labor Statistics data

Redefines "general budget expenditures" to include only expenditures from appropriated funds authorized by public or special act of the General Assembly, excluding debt service and expenditures under section 4-30a

Provides that any spending cap overages in a given year shall not be counted as "general budget expenditures" when calculating the spending cap for subsequent years

Requires approval by three-fifths of both houses of the General Assembly
