Amends section 2-33a of the general statutes to redefine "increase in inflation" as the rise in the consumer price index for urban consumers during the preceding 24-month period ending December 31st of the calendar year before the applicable fiscal year, based on U.S. Bureau of Labor Statistics data

Redefines "general budget expenditures" as expenditures from appropriated funds authorized by public or special act of the General Assembly, excluding debt service payments and bond/note interest obligations

Implements requirements of section 18 of article third of the Connecticut Constitution regarding the constitutional spending cap
