Amends section 2-33a of the general statutes to redefine "increase in inflation" as the increase in the consumer price index for urban consumers during the preceding 24-month period ending December 31st, according to U.S. Bureau of Labor Statistics data.

Redefines "general budget expenditures" to mean expenditures from appropriated funds authorized by public or special act of the General Assembly, excluding debt service payments and expenditures under section 4-30a.

Establishes that any spending cap overages shall not be counted as "general budget expenditures" when calculating the spending cap in future fiscal years.

Requires a three-fifths majority vote in both chambers of the General Assembly to enact these constitutional spending cap amendments.
