Amends section 2-33a of the general statutes to redefine "increase in inflation" as the increase in the consumer price index for urban consumers during the preceding twenty-four-month period ending December 31st, based on United States Bureau of Labor Statistics data.

Redefines "general budget expenditures" to mean expenditures from appropriated funds authorized by public or special act of the General Assembly, excluding expenditures for bond principal and interest or expenditures under section 4-30a of the general statutes.

Provides that any amount by which the spending cap is exceeded shall not be counted as "general budget expenditures" in calculating the spending cap for future years.

Requires approval by three-fifths of the members of each house of the General Assembly to implement these constitutional spending cap amendments.
