Amends section 9-7a of the general statutes to impose a one-year deadline on the State Elections Enforcement Commission (SEEC) to resolve complaints after determining probable cause exists.

Requires SEEC to either conclude investigations and hearings, issue orders, or dismiss complaints within one year of the probable cause determination.

Applies only to written complaints filed with the commission.
