Requires the Commissioner of Developmental Services to work with eligible individuals with intellectual disabilities to develop annual long-term plans with timelines for when identified supports and services will be needed

Mandates creation and annual updating of a state-wide comprehensive residential waiting list organized by geographic region and priority status, including service types needed and estimated service timelines for each individual

Requires a state-wide census and needs assessment identifying the state's short-term and long-term needs for supports and services for eligible individuals

Mandates annual reporting to the legislature on or before January 31, 2018 and thereafter on census results, waiting list status, trends in requested services, and projections for state-wide needs over two-year, five-year, and ten-year periods

Requires Regional Advisory Councils and the Council on Developmental Services to review census and needs assessment information at least semiannually
