Requires the Department of Transportation to obtain General Assembly approval before implementing any railroad or bus fare increase.

Mandates the department advertise proposed fare changes at least 15 days before a public hearing in newspapers with statewide circulation and notify legislative committees on transportation and finance.

Requires the department to file fare increase requests with the House and Senate clerks, with the General Assembly voting to approve or reject within 30 days while in session.

Deems a proposed increase automatically approved if the General Assembly fails to vote within the 30-day deadline or if the request is filed when the legislature is not in session and the legislature fails to vote within 30 days of the next regular session.

Applies effective from the date of passage and amends General Statutes Section 13b-38h.
