Replaces references to "owner" with "holder" of an operator's license throughout motor vehicle violations point system regulations.

Allows two-point deductions from a driver's license if the holder passes either the knowledge test or on-the-road skills test for a motor vehicle operator's license, with a maximum of one deduction per test type.

Requires holders who fail either test to retake it within 30 days, with potential 30-day license suspension if the second test is failed or not retaken.

Maintains existing point assessment requirements: minimum two points for subsection (d) of section 14-100a violations, maximum one point for section 14-219 violations, and maximum two points for section 14-212d violations.

Takes effect October 1, 2017.
