Changes the Commissioner of Motor Vehicles authority from "may" to "shall" authorize contractors and municipalities to issue duplicate licenses and identity cards, renew licenses and identity cards, and conduct registration transactions.

Expands eligible contractors to include motor vehicle dealers and repairers licensed under section 14-52, in addition to existing automobile clubs or associations and municipalities.

Authorizes contractors and municipalities to charge a convenience fee not exceeding five dollars for license or identity card renewals, duplications, or registration transactions.

Requires the Commissioner to adopt regulations establishing qualifications, training requirements, security requirements, and performance standards for contractors and municipalities providing these services.

Requires the Commissioner to submit annual reports to the joint standing committee on transportation beginning January 1, 2018, detailing the status and progress of authorizing contractors and municipalities under this law.
