Establishes a task force to study the feasibility of creating a state, federal, and private partnership to fund a new dock facility at the Nautilus Museum in Groton.

Task force composition includes 8 members: two appointed by the Speaker of the House, two by the Senate President Pro Tempore, one each by the House and Senate majority leaders, one each by the House and Senate minority leaders, and the Commissioners of Energy and Environmental Protection and Economic and Community Development (or designees).

Task force members must be appointed within 30 days of the bill's effective date, with the first meeting scheduled within 60 days.

Task force shall submit a final report with findings and recommendations to the joint standing committee on government administration and environment by January 1, 2018, and shall terminate on that date or when the report is submitted, whichever is later.

Administrative support provided by the joint standing committee staff responsible for government administration matters.
