Establishes fee structure for medical records: 65 cents per page, $20 for research and handling fees (paper or electronic), and $155 for electronic copies, effective October 1, 2017.

Prohibits research and handling fees when furnishing records to patients or when attorneys request only newly generated records within 12 months of an initial request.

Requires providers to furnish requested health records within 30 days of request and eliminates charges for records necessary to support Social Security, veterans' benefits, or other specified claims.

Mandates providers return original records or copies that patients brought from other providers without charging copying costs, and prohibits refusal to return records when patients decline to use successor providers.

Allows providers to withhold information only if reasonably determined detrimental to patient's physical or mental health, with right to appeal to superior court within 30 days.
