Commissioner of Social Services shall apply for a Medicaid waiver under Section 1115 of the Social Security Act to cover health insurance premium costs for students enrolled in constituent units of higher education who lack other health insurance and are eligible for Medicaid benefits.

Waiver application must be submitted in accordance with section 17b-8 of the general statutes.

Commissioner must submit a comprehensive plan to the joint standing committees on human services, higher education and employment advancement, and appropriations by July 1, 2018, including recommendations for necessary legislation and funding to implement the coverage program.

Act becomes effective July 1, 2017.
