Amends section 2-33a of the general statutes to redefine "increase in inflation" as the increase in the consumer price index for urban consumers during the preceding 24-month period ending December 31st, based on United States Bureau of Labor Statistics data

Redefines "general budget expenditures" to mean expenditures from appropriated funds authorized by public or special act of the General Assembly, excluding debt service and expenditures under section 4-30a

Provides that amounts exceeding the constitutional spending cap shall not be counted as "general budget expenditures" when calculating the spending cap in future years

Requires a three-fifths majority vote in each house of the General Assembly to enact these amendments
