Municipal utility company books and accounts become subject to the Freedom of Information Act (with exceptions under section 7-232a) effective October 1, 2017.

Municipal electric companies must consider and determine by July 1, 2018 whether to implement rate design standards including cost of service, prohibition of declining block rates, time of day rates, seasonal rates, interruptible rates, and load management techniques.

Municipal electric companies must consider and determine by June 1, 2017 whether to implement electric vehicle time of day rates for residential and commercial customers.

All rate design considerations must be made after public notice and hearing, with written determinations made available to the public.

Municipal electric companies that completed rate design standard considerations before July 1, 2017 are exempt from conducting another consideration for the same standards.
