Establishes that physicians licensed in Connecticut and physician's offices are eligible for the Small Business Express program, in addition to traditional small businesses meeting existing criteria.

Physicians must be in good standing with state and local tax payments and the Department of Public Health; physician's offices must employ no more than 100 employees on at least 50% of working days and meet the same tax and health department requirements.

Requires the Commissioner of Economic and Community Development to review the Small Business Express program application process in consultation with the Connecticut State Medical Society to ensure physicians and physician's offices can effectively participate.

Commissioner must report findings and any proposed modifications to the joint standing committees on public health and commerce by January 1, 2018.

All provisions become effective October 1, 2017.
