Eliminates the direct-dealing defense in antitrust actions brought under Connecticut General Statutes Section 35-32(c) or seeking treble damages under Section 35-35, allowing plaintiffs to sue defendants who sell, distribute, or dispose of drugs or devices even without direct transactions.

Permits defendants to prove as a partial or complete defense that an alleged overcharge for a drug or device was passed on to another person in the manufacturing, production, or distribution chain.

Applies specifically to actions involving drugs or devices as defined in 21 USC 321.

Becomes effective upon passage.
