Attorney General shall monitor state's health care market for transparency regarding costs and cost trends, effective October 1, 2017.

Attorney General may require health care providers, provider organizations, and payers to produce documents, answer interrogatories, and provide sworn testimony about health care costs and cost growth factors.

Attorney General shall keep all nonpublic information confidential unless disclosure is authorized in public hearings, rate hearings before Insurance Department, or legal cases where disclosure serves public interest health care cost containment goals.

Attorney General must publish an annual report by January 1, 2018, and each year thereafter covering total health care spending, prices by provider type, price disparities, quality-price relationships, payment model effectiveness, health disparities by race and ethnicity, and pharmaceutical costs.

Attorney General must convene a public hearing within 30 days of issuing the annual report and may compel health care providers, payers, and state agencies to testify about the report's findings.
